Autistic home in Mono subdivision upsets residents

Kerry's Place Autism Services has recently purchased a home on Leader Drive in Mono's Cardinal Woods subdivision to the apparent chagrin of area residents who wonder how this came about without a chance for any input.

About a dozen neighbours who attended Mono council's meeting Tuesday night also voiced concerns about the location being close to Mono Amaranth Public School; whether the Upper Grand District School Board had been notified; whether the number of autistic people living there will increase from the present four, and the alleged lack of common sense displayed by Kerry's Place in failing to inform residents that it was moving into the neighbourhood.

But there's not much Mono councillors can do about it, as the Planning Act prohibits municipalities from regulating group homes. As a result, communities cannot distinguish where they can or can't be located.

Mayor Keith Thompson stated it's difficult for councillors knowing there isn't anything they can do for the residents. However, the town would be writing to the group home outlining the residents' concerns and asking representatives to attend a council meeting to answer concerns.

He also advised that a number of other municipalities had tried to challenge the provincial law and lost every time, suggesting it seemed like a waste of taxpayer money to try to challenge it anew.

Natasha Whit asked if this is allowed then what would stop Mono residents from vacating their homes and renting them out to a students who will be attending Humber College.

Planning Director Mark Early informed her she could go ahead and do that because of this clause in the Planning Act that prevents discriminating against people based on relation, age, sex, etc. from moving into a home.

A letter from Jim Preston, regional executive director of Kerry's Place, says four adults will be living at the residence without live-in staff.

Kerry's Place has operated out of its old location on Concession 1 EHS in Mono for 28 years. The new location is one of two homes to replace the old residence.

Councillor Laura Ryan noted the fact that there will be a second and stated council should try to establish some protocols before the next home is bought.

Mayor Thompson agreed, stating it's upsetting when a project goes ahead without an opportunity for comments before a decision is made.

"It's a matter of common sense - thinking of your neighbours," he said.

Jay Greg said it would be beneficial to have an opportunity to speak with representatives from the home.

Councillor Ken McGhee was concerned the home won't have at least one live-in staff member, since emergencies do happen.

Council will be contacting Kerry's Place this week to arrange for representatives to come to a meeting and will write to the school board to inform them of the situation.
