Town of Mono council approves draft conditions for Brett Farm subdivision As one of its last acts, the outgoing Mono council has approved a "draft plan of vacant land condominium" for the Aragon (Hockley) Development at the former Brett Farm property at Highway 10 and 5 Sideroad. While informing council that the conditions relate only to the condominium component of the subdivision development, Director of Planning Mark Early noted that the approval process had begun in late 2005. One condition involves a requirement that if the development is "phased," no more than 84 residential units will be permitted prior to construction of a westerly extension of Cedar Grove Road and related improvements to the intersection at Highway 10, including installation of traffic signals. "Any such phasing shall be subject to the owner requesting and the Town approving the phasing plan." The planner said the majority of the 37 conditions are mirrored from the overlying draft plan. Although the first four conditions were general and apply to all subdivision plans, he noted that condition five states that the owner agrees not to start any work until they enter into a subdivision, condominium or preservicing agreement. Other conditions focus on street lighting and easements. Condition 20 addresses waste management and says the owner must agree to provide a waste management plan for the development to the Town's satisfaction. The plan may include an area for collection and transfer of waste. Mr. Early said this clause was added in because the Town would like to see the development participating in the town's existing recycling, compost and garbage program. Councillor Ken McGhee wondered whether the development would have to follow the Town's sand and salt management plan for roads. Public Works Director Wayne Reid said this development would be no difference than an apartment building and therefore the Town has no control over how much salt and sand is applied to the roads within it. Since this concerned both Councillor McGhee and Mayor Keith Thompson, Mr. Early said he'll look into the matter. The motion approved states council has no objection to draft conditions of approval subject to an additional condition requiring the developer to have a plan for vibration monitoring during construction. |
