ELGV council dogged by animal control
After scanning two proposals for animal control, East Luther Grand Valley council decided last week to re-tender for such a service and to outline the specifics of what it would require.
The need to employ a new control agency arose on the death of Martha Oosterhof, who had been handling the function for several years.
The problem with bids for the job became evident when only two proposals were received. One set out no clear definition of the service offered or the payment sought. The other had a lengthy list of services and prices, but no indication of whether the township could pick and choose what it wanted.
Deputy Mayor John Ince indicated that the township would want to have the same level of service as had been given by Mrs. Oosterhof, as he said he had never heard a complaint while she was doing it.
One of the bidders, Olympus Security & Investigations Inc. of Brampton, had been filling in for Mrs. Oosterhof whenever she was absent.
The second bid was from Jo-Alan Animal Care Services, headed by veterinarian Joanne Reichertz and Alan Reichertz of Belwood.
The Jo-Alan tender did include a fee schedule, but the council wanted to see a schedule specifically related to its established needs.
Township records show that Mrs. Oosterhof's service was contracted at $600 a month plus a $25 pickup fees when called "to go and pick up dogs."
It wasn't immediately known how much of the cost was being recovered in fees and fines, but those are returnable to the township.
