Overstepping?

I have been following with interest the articles regarding the firefighters' union and its jaundiced view of its members double-hatting.
Does anyone else feel that the union is somewhat overstepping its mandate? Surely, monitoring a firefighter's quality of performance on the job is the business of the fire chief, who would be aware if a member of his crew was showing signs of excessive fatigue. It would then be up to the fire chief, if he judged it necessary, to suggest that double hatting was not a good idea for that particular member of the department.
