      WHEN CANADA'S APPELLATE courts want to send a strong message, they do it by issuing what's known as a per curiam ruling. Normally, those courts' decisions are written by one or two judges, and if all are agreed the other judges simply sign off as concurring.

Frustrating legislative impediments
      IF THE ONTARIO GOVERNMENT is really serious about supporting Energy From Waste, it should revisit current legislation that regulates the distribution of electrical energy. Back in February the government directed the Ontario Power Authority to set up a program that would support the early development of energyfrom waste facilities in the province.
